There are editors for it....

Only problem with all these tools there is no single editor which really unionizes objects/text/materials/color that is why you'll notice there is a lack of maps with text/materials/color on the forum. So if you want to make stuff like this is going to be time consuming unless you want to take the time to write your own editor with all the features you need.
