my best idea is to go to the little search bar at the top of your screen and search ladmin, it's my favorite admin script. and once you put it in your server you will be able to use /announce and /announce2
awhen you use announce2 you go likee this. /announce2 [style] [time] [text]
Example: /announce2 6 5000 hello
5000 = 5 seconds 1 second is 1000, hope this helps.
