Is it your server?
Try these for PC
1. Reinstall GTA Sa
2. Reinstall SAMP
3. Remove all Mods you have
4. Restart your PC
5. Check your Firewall
6. Try another Internet connection and see if it work or no

1. Stop Server
2. Start Server
3. Restart
