Forward your port.
A) First check if your port is forwarded, which can be done here: http://www.yougetsignal.com/tools/open-ports/
B) Forward your port, easy tutorials over here: http://portforward.com/
If this doesn't work try to connect, go to your samp root folder(where you installed it). And launch the SAMP debug, after that click on the LAUNC LOCALHOST button. That will hopefully work
