At the very start of mapping,i used MeD map editor,it is good,you can make your ifp and ipl files. Then i other programm,MTA it's quite nice and very very easy to use,good for beginner,but MTA does not have the new objects,+ you can quick the map. For now,last year i started using SA-MP Map editor,and it's the best in my opinion.
