1. the Ip you have given us is your local ip, that means that only ppl on your local network can connect there.
2. download http://wabaaja.pri.ee/SA-MP/LSjetty/jetty.amx and add it to your filterscripts folder, then open server.cfg and add
jetty
at the filterscripts line
