Remove any mods, Reinstall SA:MP, Reinstall SA. Make sure GTA is 1.00 not 1.01 or 2.00. Try deleting "GTA.SET" File in the gta user files normally in my documents. After you've down all of them i'll continue to help you if its still a occurring problem.
