It is loaded, but what I suggest you is do not use so many filterscripts as the limit is 16 and you've got 14. Some filterscripts are loaded by default, but you can remove them if you don't want/use them.
Last, when you say it doesn't work (the command), does it send anything? Like a "SERVER: Unknown command" or something else?
