Give more info like
What's your vps running on ? E.g Linux
If that's so you need the Linux server package! Also all plugins need to be in .so
Other things is the command line to run it would
Example:
cd /samp03
Use that to direct to your server folder, then:
nohup ./samp03svr &
Use the symbol "&" at the end so it run in the background and allowed commands to be performed.
