Check the current bandwidth usage (you can use a utility like http://gael.roualland.free.fr/ifstat/ to do so from the VPS console). If it's more or the same as your maximum bandwidth, then it's probably DDoS. If it's nowhere near maximum, check your RAM usage. Too high RAM usage prevents new connections.
Thanks for the info, but I can't use wget since it doesnt get connection, so I think it's not a ddos, but just a fail from the host company... So I have to wait untill tomorrow because it's sunday and my host company doesn't know what 24/7 means.
