After conducting further research;I would assume there's an error in either the compatibility of the game or lack of small, yet essential files - I suggest you follow the following instructions:
1) Uninstall GTA-SA from your PC (Remove all data files auto/manual)
2) Re-Install the game, and open ROOT folder.
3) Locate the executing file (gtasa.exe) Right Clic > Comptability & click "Run with Administrator" Also make sure there should be options to select which OS you're working with, for the best performance
4) Run SA-MP with adminstrator aswell, and connect to a server
5) Rep me, and be a legend loool
