You can't spawn vehicles with Cleo. You can't spawn them with any tool. Because they have to be synced with the server, which is impossible, as the vehicle does not exist in the server. The only thing what will happen is a stupid desynced hacker. (Which isn't a harm in any way)

The hack Ryan is experiencing is teleporting vehicles around. There should be a way to check if a vehicle teleports over a large distance, instantly. Then just ban the player inside the vehicle. Although I'm not sure, it should work that way.
