Well, there is this standard npc_record.pwn / npc_record.amx filterscript (included by default when downloading a SA:MP server package). You could create your own. You could also create an NPC in a vehicle, and then just don't put this NPC in that vehicle and set the pos. On this way, the NPC will just stand somewhere and don't do anything.
