Servers wont reach 4gb ram, not even with 1000 players. RAM mostly depends on the script and assigned variables. Joining players will just slightly (if at all) increase the used ram.
NPCs increase the ram more, as they run their own process that takes ~1-5mb ram, so unless you got 900 NPCs the ram shouldnt ever go above several hundred MBs, never heard of a server using 1gb ram (without artificially increasing ram with big arrays).
Also, as the samp server is a 32 bit application it cant assign more than 4gb ram anyways.
