search your vps if you have this file:
msvcr100.dll

If you dont have that one, scanff isnt working

BTW, there are different msvcr100.dll files, you have them for vista,xp,windows 7 16Bit / 32 bit etc..
So you have to download the good one and Have to know how to instal it
