Well, I'd first contact your ISP (Internet Service Provider) and ask them if you can get a static IP.
If that doesn't work you can use a service called NO-IP. http://www.no-ip.com/
If both fails, buy a gameserver.
EDIT: If you just plan on having a homeserver to test some scripts, you can simply start the server up and connect to the IP: 127.0.0.1
