Do this:

Start ---> Control panel ---> Add or remove programs ---> un-install SA-MP client and after that GTA:SA.

Insert GTA:SA installation disc to your computer and install GTA:SA again. When installation ends, please install SA-MP client.

Please DO NOT remove file folder manually, because that can cause you register problems with your computer. Remember to run installation as administrator and it's recommended to delete GTA:SA user folder files.
