If You Want to Play a samp server you just made by yourself on your computer do this

click start

run

type in cmd

in the black cmd box do this

ipconfig

u should see something like this ... 192.168.1.2

u may connect to that now. but when you reconnect the internet or reboot your computer it may cahnge to 192.168.1.3

so what i suggest is that u add both of these ips like this ..
192.168.1.2:7777
192.168.1.3:7777

so if ones not on the other will be. hope i helped

to play your gamemode with other online players u need a host and ip like

23.56.323.34.55:5858

EDIT: IN YOUR SERVERCONFIG FILE just put 7777

dont put this in configfile 192.168.1.2:7777 this is for add when you open samp
