What no-ip.com gives you is a DNS record (e.g yourname.no-ip.com), this can automatically point to your current IP.
However, the SA-MP server browser stores favourites as IPs, not DNS names so it's worthless for SA-MP.
The only way to keep your IP constant is to ask your ISP for a static IP, not all offer this and some may charge extra.
