Does Single Player work?
If this does: Single Player supports different screen resolutions than MultiPlayer (Idk how it works, but it is like that). Set it in Single Player to 800x600 (works everywhere) and open MultiPlayer (should work). Then adjust a new resolution.
If it doesn't work - never heard about any bug like this.
By the way, doing the above will have the same effects as deleting 'gta_sa.set' (which is not listed)
