It means you've installed a mod that doesn't work properly in SAMP.

Uninstall your mods 1 by one until you find the issue.

Uninstall SAMP
UNINSTALL GTA
Run a registry cleaner (ccleaner for example but there are many)
Restart PC
Reinstall GTA
Reinstall SAMP

If this doesnt work let me know I'll keep looking into it.
