Well there's 2 options you have, the first is:
Home-host the server. To do this you must download either the windows package for windows users of course, http://files.sa-mp.com/samp03e_svr_win32.zip or Linux http://files.sa-mp.com/samp03esvr.tar.gz once you've done this you can add the files to the server package and start the server.
Your other option is to buy a hosting service such as Volt-Host - http://volt-host.com/ which can be cheap if it's a small server.
