Well, recently, theres been some routing issues with ISP's in North America,
(http://www.internettrafficreport.com/namerica.htm) So the reason for not being able to connect to their website, could be sourced back to that.(if your in North America)
As for random restarts, I might be that your script is large, and uses to much of the CPU % at once, and therefore auto restarts(some/most hosting companys do this) I'd suggest before you look for another host, to contact their support team to work out your issues.
