Try this as a fix (unsure what the exact windows update caused the issue but this has worked for me)

1- Uninstall SAMP
2- Uninstall GTA SA
3- Clean the Registry (CCleaner or similar are great for this)
4- Restart Computer
5- Reinstall GTA SA
6- Reinstall SAMP
