This isn't a server bug, there is not much you can do to stop it, this is caused by having a bad computer. You type /exit, and then all hte cars in your area load before the map does, so the cars fall straigt into blue hell, thus respawning a few meters away, long story short, either turn up your draw distance, or buy a good pc.
