[Include] Encode IP

It's been a while since I released my last script. This time I'm bringing you functions to encode/decode IP addresses.

Why would you want to encode IP addresses? For efficiency! An IP address is technically a 32 bit number, so why store it as a string? If you store an IP address in a string, it will take 16 cells. That's 64 bytes, some of which are not even used! If you have an array where you store ip addresses of 100 players, it will take 6,4 kbytes!

When you encode an address, it will fit in 1 cell, which means it takes up 16 times less space! You can save encoded address into file or database and save space.

What else can you gain? Speed: instead of comparing ip addresses using strcmp() function, you can now treat them as integers, and use ==.

Checking if 2 addresses are in the same range is now simpler too! The COMPARE_IP_RANGE define will help you make an efficient range ban system.

Drawbacks:
* encoding an address produces some overhead
* addresses need to be converted to a human-readable string when they are displayed to user
