Instead of Houses, you can map in Shelters, since there's a good chance that all the houses were destroyed during the zombie apocalypse. Then if you get hurt the only way to regain your health is to get a Health Pack or First Aid Kit from a 24/7. You should also make it so you can go into houses that were owned before the apocalypse, then in those houses you can find guns. You can probably start from there...
