U cant expect that people will make the commands for you, They can offer you help ofcourse. But you should learn the basics of scripting before you make a server/gamemode. For a cmd like /arrest U will need Saving system(to define cop), Duty system(optional), knowledge of sscanf(easyest way to do this) etc...
