You don't run the .pwn file. The pwn file is the script in text form.
When you start the server, the server looks for the .amx file, this is the compiled code which can be executed/ran by the server.
Also administrator mode won't help.

The "server.cfg" file is in the same directory as the main server file (samp-server.exe).
You should have no problems finding that file.
It's a small text file that can be edited using notepad.
