Designing webpage doesn't require ideas, You need proper creativity to make a basic format. As DirtyLilFreak said you need to use proper format and you should choose how you are going to do it ,ie: Fluid layout or Fixed layout. If you are lacking some color inspirations there are many sites like dribbble.com, kuler.adobe.com, colourlovers.com etc..
