Creating a VIP system from scratch is much more better than using pre-made ones.

All you need is:

a brain
sscanf
command processor (DCMD, ZCMD, YCMD) , strcmp is not recommended
variables / (enum)erations
DINI / YINI (for saving to user files)
SAMP Wiki / Forums
