How could I make an account registered?

Thanks I did that but I get this annoying error, even though I don't have the file it wants.
E:\Users\Ollie\Documents\GTABACKUP\Server\pawno\in clude\ldudb.inc(20) : fatal error 100: cannot read from file: "dutils"
On line 20, dutils isn't mentioned. I don't even know what Dutils is.
