Low FPS...

Hello guys,today i was playing in various servers and i get always 10 FPS!

What's wrong?

PC Details:

Nvidia Geforce 9400gt
1gb ram
Intel pentium 4
Windows XP SP3

The resolution is 1024x768 and i set low details,what's wrong?
