Just set the respawn-delay ridicuously high like:
CreateVehicle(562, 10.0, 100.0, 5.0, 0.0, -1, -1, 1000000000)
This means it's only respawned after 1 billion seconds = 31 years.
I don't think your server will run that long without a restart.
