A CPU hanging on 100 percent usally indicates a virus or some serious damage to the CPU (usally caused by overheating). I would suggest you take it to a computer store, theres not much we can do from here, usally they can pinpoint the problem, if you don't want to pay just ask them if they could take a quick look, then atleast you know what the problem is.
