1) start -> run -> cmd -> ipconfig (write down your local IP address)
2) port forward to this local IP (how to portforward? www.portforward.com)
3) go to http://whatismyipaddress.com/ (this IP is used for connecting to your server from outside your local network)
4) start samp server, and give your friends the IP obtained at whatismyipaddress.com
