Roleplay is about a second life, it has to be as realistic as possible, you're trying to recreate the world within boundries of entertainment and limits of san andreas (and multiplayer). That's what you have to consider, is your server strict RP, or does it have RPG elements. Personally I think starting with absolutely 0 money is not good, you do have to make a nice story as to why they got the money they have, or make some sort of thing in the beginning where they can earn money and at the same time learn something about the server.
