Maybe try with just the gamemode? Disable all plugins, filterscripts and whatever, just keep the gamemode. And maybe, try to upgrade to SAMP server 0.3c R5 ?

EDIT: I see this in your logs: EnableTirePopping() function is removed. Did you call this in your scripts? I think yes. See this LINK.
