Well, I had this problem with ALL registration/login filterscripts, the way I fixed it is:

1.Right click on samp-server.exe
2.Click on Properties
3.Click on Compatibility
4.Select Windows XP Service Pack 2 and/or check the box that says Run as Administrator
5.Click Apply/Ok and test it
