You have no earth on your mains supply? that could be potentially lethal...
It all depends on the surfaces your feet are touching but it sounds like the laptop has something wrong with it and is finding a way to earth through your body. Also the fact that you are not dead backups up the theory that it is a small voltage from the battery or even static...
