I have no idea, where the elecktricity comes from you say it happens when you touch the iron part of the laptop, my bet would be they fucked something up inside, causing the iron part to be under elekctricity (you said you also had a problem with the shift key, so I would recommend going back to the store). Anyway, electricity, needs a way to the ground, so it looks for the shortest way, the most logical reason you don't get a shock when you lift up your feet, is because the electricity can't go anywhere, so you won't get electrocuted. (probally your chair has some rubber parts aswell, just a guess). As far as I know, the, grounding point (sorry if thats the wrong naming in English) is in the bathroom, so, I can imagine you get elecktrocuted when you have your feet near it. May I ask what is the ground made of? Is it just concrete, or wood, stone?
That's the problem here, my electricity grounding has been destroyed among the part of the house that has been demolished so we can build the new house. The electricity itself doesn't have a way to disperse.
I'm not really sure it's the laptop's problem but rather my whole electricity supply is fucked up.
It happens on all electrical appliances in my house. My TV receiver for example is near the same wall, I get electrocuted if I touch it...

It's really strange, now I'm afraid of anything that is metalic and electric...
