Okay, tell him to do the following:
Step 1: Open up the Windows start menu and type in "cmd" into the search box- hit return/enter.
Step 2: Type in "ipconfig /release," push enter. Type in "ipconfig /renew," push enter. Type in "ipconfig /flushdns," push enter.
Step 3: Tell him to go into his browser and clear out all data- this includes his browsing history, cache, EVERYTHING.
It should load after doing that. Otherwise, see if the site is blocked by a firewall or something.
