Converting games maps to San Andreas

Hey.
After watching this video: [ame]http://www.youtube.com/watch?v=E0GjuT1JL_w[/ame] (i know it is MTA) a question came to my mind. Is it possible to make such as thing in samp also? If yes, in what way? For example Toca Race Driver uses same map format.
