Please test this replacement samp.dll
http://www.sa-mp.com/stuff/samp_dll-03cR3-oemchar.zip

Install SA-MP 0.3c R3 client. Download the above zip and unzip samp.dll. Replace the samp.dll in your GTA San Andreas folder with the one from the zip.
