Gang HQ's/garages etc can either be mapped by using MTA SA and added in-game or you can use/create a map editor IN-GAME.
Don't be lazy, you have to do some manual stuff in scripting too.
You'll spend more time asking people to make something like this or searching around for this whereas making it all manually will be less time-consuming.
