Yes it pretty much means the mySQL is down or limited. Maybe there's a limit max of process that can be used by the forums towards the server it's hosted on. This all depends via web host (which seems to be straight from a dedicated server so I could guess it's full dedicated owned by them for the webhosting). Or the settings of the vBulletin. Or a DDos attack, network issue. A lot of reasons why.
