It is normal that it goes up and down since your ping will never be the same all the time.
How much it goes up depends on what you, or somebody in your network, is doing, is somebody in your house downloading, uploading files to the internet / through the network?

If you have a wireless router you should make sure noone from outside your home is using it (put a password on it)
