Drag those inside:

C:\Program Files\Rockstar Games\Grand Theft Auto San Andreas\SAMP

BUT! rename them to:
CUSTOM.IDE
CUSTOM.IMG

If the IMG file contains anything you need to use an IMG tool to put it on.
