I suggest to re-install your game, and in the worst case, crack your game (Download the crack, and paste it into your ROCKSTAR > SAN ANDREAS) File, as cracking, doesn't mean download the game, just crack it (speculating you did buy the game).
Otherwise, just re-install it.
