MySQL: Fast, can be used for website statistics as well as other projects of that matter.
Y_INI: It's fast, use it if you are just interested in .ini files - Kinda catchy to get used to it at first.
FINI: Fast, simple to use and works.
SII: Fast, simple, fast, reliable.

I can only comment on those as I've used them in the past.
That being said, I would go with MySQL and or SII.
